Yes, especially sensitive people. Though it isn't exactly weather, the amount of sunlight a person gets can definitely affect mood. There is a disorder called SAD (seasonal affective disorder), which is caused by a decrease in the neurochemical serotonin caused by the decrease in sunlight exposure. It can be treated with a special lightbox. This is really more an issue of season than of weather, however.
I personally feel very warm and cozy when it rains, even when I am outside in the rain. Others feel depressed when it rains.
I suggest you make a list of weather conditions, then interview people you know about how those conditions affect them emotionally. I'll bet you will get some interesting answers.

Hi - I think that weather has an AFFECT on emotions, but it does not have an EFFECT on you. Action / Reaction here does not apply.
Granted, a cloudy day can make someone in New York feel like their sadness is heightened, but another person may love clouds because they may hint that rain is coming, something a farmer in Arkansas may have been praying for to help his crops grow.
The weather has AFFECTED their outlook on life, therefore their emotions can be AFFECTED.
In a hormonally BALANCED person, weather is something that affects us when we are predisposed to be sensitized to an emotion. (A person with a chemical balance could be depressed because of the thunderstorm but just as depressed because they were out of mashed potatoes in the cafeteria). Someone who has just had a REALLY REALLY great day on the other hand, will not care that there is a snowstorm coming - but will probably tend to see the possible outcomes of snow like building a snowman.
I think it's something that is individualized.
I think however, that the after effects of weather DOES have an EFFECT on human emotions as a GROUP.
A group of Caribbean peoples will be effected emotionally if they have been hit by a Hurricane, or even a series of Hurricanes. But these emotions stem from the potential loss and actual loss of life, materials, livelihood, etc.
The root cause is a destructive force of nature, but in perspective, the grief they feel has been evoked from an upsetting of lives.

It's not only weather, but it has to do with light and our psychological make up.
There is an illness called Seasonal Affective Disorder in which people become depressed each winter due to lack of light. Interestingly, years ago, doctors thought it may due to lack of warmth so they would send people away to Hawaii (not a bad treatment!).
Most people are effected by the weather to some degree, but people with a tendency towards anxiety/depression, I think, are more effected by the weather.

Great!!! Feburary 1st is my birthday & somewhere in the world people still have to work instead of celebrating with me...Sorry, getting back to your question,Yes the weather does effect Us. You can see a lot more smiles outside on a sunny day than in a storm.And when people don't see the sun for a week you cay see the sadness in them.We need the vit. D the sun has to offer.And now with the ozone hole they tell us to stay out of the sun....Well you yourself know that there are a lot more muders & crimes now... Then when we could live in the face of the sun...Good Luck on your " Project "...& have a beer for on Feb.1st

Of course weather affects human emotions. Aren't you happier when it's sunny outside than when it's raining (or up north, snowing??). Weather is the key instrument in my days- if it's sunny out, I find myself in a much better mood than when it's dark and gloomy.

Yes ..if the sun is shiney I feel happy and want to get outside. If it's raining I feel like staying in sweatpants and reading a book, maybe make a pot of chilli, I'm numb and quiet.

yes but not every one its somthing to do with your brain and some times cold weather makes you mood and tired and usually you cant be bothered im not sure of the specific name im afraid but i no its treatable with depression tablets i think its called weather affected depression or something like that i hope this helps i no how hard sciance projects are im doing one now :)
