By 'conditional learning', do you mean where someone is conditioned to behave in a particular way by rewards and punishments. If so, see article on Ivan Pavlov, especially his famous 'conditioned reflex' experiments with dogs.

He fed dogs and rang a bell when the food was presented to them. They produced saliva when presented with food, as you would expect.

Later, after conditioning by many repetitions, just ringing the bell caused them to salivate, even with no food present.

The brain is one big associative-memory system. After 2 things have been memorised as associated, thinking of one thing triggers thoughts of the other. You might learn associations that protect you from harm, such as one electric shock making you steer clear of live wires in future or they might be irrational/exagerated associations leading to phobias. They can also be unhelpful associations like 'food = comfort' leading to over-eating.

Conditional learning is what the are taught or made do as they grow up as opposed to observational which they see and learn.
Conditioning is paired with a stimulus to get a certain response. That is the conditioned response.
A fire is hot, suzy should not touch the fire. Suzy touches the fire and it burns. Observation.
