It means that you have a very nice thin cloud of ice crystals high in the sky. The first set is caused by a single refraction and the second by a double refraction.

Cirrostratus clouds may preceed an approaching warm front, which may bring precipitation with it.

Cirrostratus cloud may precede a warm front in high latitudes. In the rest of the world it just means there is moisture high in the troposphere.

Sundogs usually come in pairs, one either side of the sun on the 22° halo. There are, however, many different halo phenomena. There is an excellent site describing all the different haloes with pictures here:
