They're usually called receptionists.

Based on the competency levels of those who work at MY doctor's office, I can only assume that no education is needed.

receptionist, administrative assistant, secretary, sometimes they are nurses

for experience take a typing class at a community college and get certified

take a basic computer skills class too- make sure you learn microsoft office and maybe get to work with an appointment system

answering phones is easy- learning the phone system(how to use voicemail, hold, transfer, etc) can be difficult so look into that
