It depends on the size of the woman I think really. I mean someone who is a large woman and had D cups well, they fit her and you would not think of her as busty. If it was me standing at 5'5(just about and 120 or 130 pounds, then, yeah, I am busty as hell. Now, there are some women who are very large and well, reagrdless of size, if your bras are special ordered because they do not normally make your size- you have some gigantic boobs.

the bust of a person is from half way point between the elbow and shoulder up to the top of there head. for females there "girls" are apart of that bust area. if you have bigger breast then you are big busted. I just depends on how much junk you got in your bra.

I think its less about breat size and more about body/waist size. if someone has a really tiny frame and medium sized breasts, they look bigger than they are. and bigger girls breasts look smaller sometimes.
I think being 'big-busted' is more judged on the size of your breasts compared to your body's frame
