Generally speaking, animals are considered personal property. You have a right to protect your personal property from harm, especially on your own property.
However, I would worry able missing and hitting your dog instead. Maybe try squirting the dog with the garden hose to make the dog stop attacking, then if it goes back to attack again, shoot it.

If it was attacking your dog, no it wouldn't be illegal i wouldn't think. But i can be sure you will have A LOT of fun in court with those neighbors over the next few years =)

Generally no, if it is attacking your dog. You must have a certain level of fear for the life of your animal in order to do this.

Yes - but you could grab the hose with a pressure nozzle and blast the bugger with no consequence since it is exactly what animal control would do.
