The answer is no. It's a fact that swimming is a predominantly white sport and there maybe a few factors that leads to why there are no great black swimmers.
Blacks dominate certain sports and whites dominate certain sports too.

Anthony Ervin was the first swimmer of African American heritage to make the US olympic team in 2000.

I honestly don't know the answer, but I was a competitive swimmer for 8 years. In high school, the only black girl on the team was also our best swimmer (I could only beat her in the backstroke). She was totally ripped, and the guys' team would sometimes refer to her large "guns."

the bone density in black peopl ediffers from white people which causes them to be less buoyant. that is probably why you don't see too many black swimmers.

Please don't take this as prejudice. But I think in order to be considered a great swimmer one must be of Mexican decent.
