Because they don't want a crime free environment. Nobody is going to go on a killing spree after smoking a joint, but after a bottle? America did try to outlaw alcohol in the 18th ammendment, the black market was so bad they repealed it with the 21st ammendment, which is why alcohol is legal now. Pot is not legal, because of propaganda that made the drug worse than what it is. Legalizing marijuana after outlawing alcohol just does not make sense in today's society that is already outlawing public tobacco smoking.

Here's one very good reason: Most adults can drink one or two glasses of wine without suffering any physical damage (it's actually healthy to have a glass of wine or two every night, but it's not at all healthy to smoke even part of a joint every night) and most people who have a couple can still get behind the wheel of a car without being impaired. Can you take a couple of hits off a bong and not be stoned? Don't think so, and don't tell me people who get stoned don't try to drive -- if all the cops I knew gave me a quarter for every stoner they pulled over I'd be worth more than Bill Gates right now.
