Laws do vary by state. Most states do not offer or require a landlord license. If I understand your question correctly, you are really asking if you can sublease one of your rooms without getting your landlord's permission first. If that is the case, then the answer is emphatically, NO. No lease that I have ever seen allows a renter/lessee to sublease one of their rented rooms without the landlord's permission. If you do, and the LL finds out about it, you can expect negative consequences.
If you are asking about renting out one of your own rooms in a condo that you own, as opposed to leasing, then yes, you can do what you want with that. You don't need to have a special license to rent out one of the rooms in your own home. You should get a good lease/rental agreement from a legal bookstore and keep good records but having a special license wouldn't apply unless you have investment/rental properties and the rental's become a business for your income purposes.

In most states you don't have to any kind of license to rent out property...just a good lease/rental contract is typically necessary...so I would say that it is legal to rent out rooms in a condo without a landlord's license (which, by the way, I've never heard of, but each state is different; however, I have heard of having a real estate license, and most states do not require that one have a real estate license to rent property either) You're Welcome!

Most states have to have a license,especially in N.Y. The laws were just changed so be careful on this one.
