I think that depends upon the situation. Has she borrowed your car in the past with permission? Perhaps she somehow implied ongoing permission in that case. However, if she clearly had no leave to use the car, then obviously her trustworthiness is shot.
As far as using the police, I would probably hesitate on involving authorities until another incident. The problem is, once you start that ball rolling, you can't stop it. However, I would certainly let the teen know that you are more than willing to file a complaint against her should she do so again. I think that clearly communicating the breaking of trust is more important at this point -- letting her know just how much you feel violated. Teens understand empathy better than consequences.

Because the mother wanted it, yes.
It might be just the thing the daughter needs to shake her up and make a difference. You also have the option of withdraw the complaint prior to the actual trial. Hopefully a ride in a police car and a few hours in jail will make a difference in her attitude.

Absolutely call the police. Why would this 16 yo be any different than any other? If she was not your friend's daughter, you would have reported the car stolen, so why hesitate now?
Besides, you might be able to help her mother get better services for her daughter if you DO report it.

Yes, get the police involved (as someone did 'steal' your car)... let them get her handcuffed and in the back of the car... then show up, see that it is her, take the police aside and explain that you will not press charges, but they need to keep her scared and return her to her mother at her home.
Failure to make consequences known and real will let her make even bigger mistakes, and get into REAL trouble. YOU have a responsibility to teach this girl what is right and wrong, as much as her 'real' mother.

If her mother said you should I would have... maybe not to press charges but to scare the crap out of her. The mom must think there is something serious going on if she was ok with you calling the police.

Yes, Friends or not, she stole your car! Who knows what she might take next. Her mom prob wants you to press charges to wake her daughter up a bit. Police are way more effective (and a night in jail) then grounding!

She has to learn there are consequences. Stealing a car isn't a small deal. What's she going to do next to get attention? I would call the police.

I would simply because the mother asked you to. I agree that the situation should be one that the mother should deal with. But if she has asked I would have, out of respect to her discipline method.
