The term "local government" refers to counties and municipalities. If you are asking who is the head of a county, it is usually a Board of Supervisors. The head of a city is usually the Mayor. There are 58 counties in California, and hundreds, perhaps thousands, of cities. It would be impossible to tell you the name of every person holding local office in California.
