How would Iraqi policy look if victory was not optional?

What if Iraq held the key to American livelihood. Should we enter/start wars where victory is not crucial?

Any challenge in life that someone has, whether it is a sporting event, a election, or yes indeed a war, means nothing if that person , team, or country, does not go into the situation with the will to win.
