You can find a decent 1 BR apartment in a decent neighborhood for about $600 and up (a studio can be found for a lot cheapter). I'm assuming because you don't have a job lined up you won't want to pay $1000 for an apartment. Try the areas of Rogers Park, edgewater, parts of Wrigleyville, Buena Park, Irving Park, Roscoe Village. You can probably find one or two apts. in your price range in these areas. Check the Chicago Reader website and click on "apartments", then check out the neighborhoods I mentioned. There are a few place on the Northwest side that you might want to check out too, but they're a little far from the "action". sell you car if you want; you don't really need it because the public transportation is pretty good (most of the time), although it can it pretty cold standing on a bus stop for a half hour. The train and bus cost $2 but you can buy a pass and ride for a discounted price. As far as work, start looking now before you get here. Go to the Chicago Tribune website, the Chicago Reader website, Monster.com, etc.and see what's out there. It really depends on what you know how to do.There are a million bars here, you can always get a job as a bartender or a waitress in a bar. They make decent money with tips.
But if you move here in the summer just remember: it's may be all nice and sunny and warm and fun, but winter is always around the corner. This ain't Florida!

You will likely want to live in Lincoln Park, Lakeview or Bucktown, but if you want something cheaper you could try Lincoln Square.
www.chicagoreader.com or craigslist are good places to check out to see what apartments are going for (probably $1000 and up). You will do much much better if you can find a roommate and get a nice 2 or 3 BR. You can search by neighborhood. Most leases come up on May 1st or October 1st. You will have plenty to choose from anytime, but those are the best times to have a shot at most apartments.
As long as you live and work in the city, you will not need a car and the parking hassle, but if you get a job in the 'burbs, you'll need it.
The el cost $1.75 per ride, +.20 transfer if you take a bus then the el. So, figure $3.50 per day.
Find a job in the usual places: monster.com, careerbuilder.com, craigslist.

it is many places you can live that are not that expensive.. but the near north side is nice but the apt are small and too expensive..but if you move far north you can find a good deal like andersonville, edgewater, rodgers park or you can live in hyde park around the university of chicago..you don't need a car in these areas since parking sucks anyway..craigslist is good like the other poster said for finding a job and an apt.
