"towards" in this case means "to be used for". In this case "cash grant" will be the giving of money to purchase assets which could be a car, house, PC, or tools to do your job to make a living.

'Towards' means 2 things :-

1. The cash-grant money must be used for asset replacement and restarting livelihood, not for something different.

2. 'Towards' MAY also mean that the livelihood programme has given a person SOME of the money required for asset replacement and restarting livelihood, but not 100%. In some case they may give 100%. This is like, if a parent gives their child some money TOWARDS a car, they are giving SOME money but not paying for the whole car. If they were paying for the whole car you would normally say they are giving some money FOR a car.
