Depends on the reason for dropping the bomb
For example guy kills 5000 innocent people and I drop a bomb on him and only him so he wont do it again , im a good guy
Or If guy kills 5000 innocent people and I drop a bomb on him and the rest of his country then continually drop bombs on everybody for say 6 years and my defence contracts skyrocket and my oil profit goes through the roof as well as every other shady comapny I have going then we call the bomber George W.

If there purposely dropping bombs on civilians.With the sole intention of killing civilians. Call them terrorists too.Terrorists do like to hang out with civilians,as you know.That's probably why so many civilians are killed accidentally.

It depends on who is dropping the bombs and the reason they are doing it!

We call those people bombadiers who drop bombs from the planes or pilots. And do you know what I felt when I dropped those 500lb bombs on my targeted terrorist camps?
