Tough call. Depends on whether Nova could keep the fight going long enough for Tomar-Re's ring to need a re-charge. If so then Nova wins. If not, then gotta go with the GL.
BTW Which Nova? If you mean Frankie Raye then she might have a better chance. If you mean the other one, the guy...then hand's down Tomar-Re. Raw power AND experience.
And the fact that I even knew that much about the subject to make that point is so depressing.

Haven’t we already had a Green Lantern vs. a herald of Galactus…? (sigh.) I give this one to Tomar –Re. Why…? Because not only is he a very experienced Green Lantern, which counts for a lot, he also has had the experience of losing one planet which was under his protection-- Krypton!
Yes, that’s right. Tomar-Re was the GL assigned to the space sector that Krypton was in, and the Guardians knew of its impending destruction. They assigned Tomar-Re to protect it.
He was mining a rare element out of distant stars which would stabilize Krypton’s sun (and, indirectly, the planet, so he would not reveal himself to the people), when a star went nova (!!!) He was temporarily blinded by the yellow radiation and used the ring to make a ‘radar sense’ (so we could also do Tomar-Re vs, Daredevil…!) to get back to Krypton with the vitally need element. But he was too late! Krypton exploded.
The Guardians examined his record at the end of his career, and decided that the Universe made a better decision than they did. They did not realize that Kal El would gain super powers when he arrived on Earth. So they forgave Tomar-Re and his record remained unblemished.
But I am sure he has never forgotten it. He would be even more determined not to fail, in the face of an enemy whose very name would remind him of the disaster that happened to prevent him rescuing Krypton. He would draw up those deep reserves of strength and courage that a being finds within in times of crisis. Nova, with all her Power Cosmic, has no such reserves, because she fights on behalf of one who is (at best) an impersonal force of nature, and (at worst) a cruel mass-murderer and devourer of lives and souls. Tomar-Re has moral strengths that Nova, with her devotion to an unworthy master, cannot possibly have, and this will make all the difference.

Here's the deal: While Nova's origin is too closely a swipe of Green Lantern, his powers are far different. Tomar-Re was on his way to kick the bucket when he crashed on Earth. However, I will assume Tomar-Re is still healthy, etc. Simply put, Nova would blast this parrot-faced alien back to his homeworld. 'Nuff said.
