In Pa. you can collect damages in civil court.I do not know the limitations though.

In Civil court yes. Hire a low cost attorney to file the necessary papers & documents.

It depends on the circumstances, whether or not criminal action has been taken, and what state you live in. Every states laws vary. The state I live in (KY) actually has a victim compensation clause allowing victims to seek compensation.

They can sue for damages and depending on the state that you are in they have victims funds but mostly that is to pay for treatment.

yes there is a program for victims of crime. here in LA there is a budget on it and when it runs out thats it til the next year.
