About 5 months back, my neighbors downstairs told my landlord that they have roaches because they are very dirty people who leave food laying around. My husband went downstairs to see it with my landlord because they speak hardly any english. He did not physically see any bugs, but the place was a horrible mess. As a result, I clean everyday all psycho because we have four children and the second I see a bug in my apartment I would move. My landlord knows we have small children, but still did nothing to remove the bugs downstairs, just told them to clean more. What rights do I have in this situation? Less rent as a result of the possible damage and possible health damage?

I think u have no rights on this one. But i will give u a secret, so that u will never get a roach in your place.
Go buy a garlic bulb from the grocers , about 59 cents.
Cut it up tiny and put a slip in corners of your place and under fridge. U will never see another roach again.
Give your neighbors downstairs the secret and roaches will leave and go back underground.
Its a strange mystery, but it has worked for everyone i ever told it to.

Call the health department and Child Protective Services. Children should not be living in filth. The health department will force them to clean up the apartment or move. Also check your lease, it should say something about keeping the apartment in a good state of repair and cleanliness.

call the health dept and the city inspector. they will give them an ultimatum....clean up, or board up. the apartment complex could wind up being condemmed as being 'unfit for human habitation'. downside is, u'll wind up on the street if they condem it.
