Like this "koяn"? You can't - at least not always. A reversed я is not a standard ascii character and can only be achieved by using a character set/font that supports it. That means that anyone who reads what you write will not see it unless they are also using that same character set. For instance, I will type a "Lightning bolt" character ~ using the Webdings character set. If you have it, you will see the lightning flash in front of the word "using", if not you will see a tilde or a box. If your character set will display the reversed "я" as such, then you will be able to see it, but many people who use different character set (different browser set-ups) won't display it.

Eastern European countries are the American southern states of Europe.. and education is not a big matter in most Eastern European countries (ex. Romania, Bulgaria, Moldova, Ukraine) and being mindwashed by decades of communist propaganda.. and another major issue is nationalism. A lot of Eastern European ethnic groups did not have their own country for themselves until 20 years ago. Therefore they are a lot more racist and homophobic and unwelcoming to outsiders. They want their country for themselves and themselves only. That's why Eastern Europe lacks in diversity and multicultarism compared to France, Germany, and the UK. Eastern Europe has always been a region of numerous invasions and occupations of foreign powers and enemies from the time of the Mongols to Nazis in World War II. So the people and mentality is sort of stressed out.. but there is stable and more modern countries in Eastern Europe (ex. Czech, Slovakia, Estonia, Russia)

If you are in Word, go to "insert" then "symbols". Select "Cyrillic" (the Russian alphabet). One of the letters looks like a backwards N = И

I think you are talking about on Word or other Word Processing program.
I looked under symbols, I didn't see it. But you should be able to go into drawing, then reverse the image, that it make it a mirror image.
Or create it in a graphics problem, then import it.
