Okay, I'm a mom so I think I can give you a good answer here.

If my daughter wanted to go to a concert out of town (and honestly, it would depend on how "out of town" you mean), here's what would win me over.

If she came and sat down with me, and said, "I know this is a big thing to ask, but you know how much I like XXX. I have all XXX's albums, I know all XXX's songs, and XXX is going to be in (name of town). Like I said, I know it's a big thing to ask, but I was wondering if there is any way we could work out a solution so I could go to this concert."

That might sound really boring, but in fact it's a pretty mature way to deal with something like this. If there were no screaming, crying, begging, pleading, promises, deals, etc., I'd be a LOT more inclined to listen to her request. After all, I (just like your parents) had some concert in our teenage years that we really wanted to go to.

We get it, we really do.

Compromise, compromise, compromise ~ offer to trade your services doing household jobs they hate, or put off, like cleaning the garage or attic or basement or refrigerator or oven or all of the above. If you have younger siblings offer your parents some free nights of babysitting so they can go out. And whatever agreement you come to, you follow through on your end above and beyond.... That way, when you ask them again for a special favor, they won't hesitate to say yes!

Spend a few minutes on the computer finding something for them to do nearby the concert if they don't actually go in with you ( for your sake hope not :-P ).
A coffee shop, a museum... you'd be surprised what you'll find when you look. I recently took a day work trip to a small town 3 hours away. I wanted my mom to come for her benefit and mine, so I found one of the oldest button museums, and one of the last working grist mills, in the country, in that town. She got out of the house, met tons of townsfolk, made friends at the bookstore, found a great place for us to have lunch and it was great to have someone help with the 3 hour each way drive.

Tell them you plan to hitchhike there at all hours of the night, they will soon offer you a lift.

Tell them it will be your birthday present or holiday gift or something

worked for me to get floor seats to christina aguilera, danity kane, and pussycat dolls
