hopefully a very long time! Why are they still driving after 3 DUI?

You'll probably need to call someone familiar with laws specific to Florida. I know in California a DUI is cleared off your record after 3 years, as long as you have no other offenses of any kind in that 3 year period.
On another note, whoever has gotten their 4th DUI really should look into some sort of alcohol program. I know it's tough to think about if someone doesn't think they have a problem, but chances are that 4th DUI wasn't only the 4th time that person was drinking and driving....it was just the 4th time they got caught. I know everyone's heard it before, but drinking and driving does kill...........stop now before you (or whoever you're referring to in the question) kill yourself or kill someone else.
