The "W" stands for Walker (I think it was his grandmother's family name, as his father - the 41st President - is George Herbert Walker Bush).
As for the second part of your question - because he's a self-delusional idiot, who ignores the advice of the professionals. He's also realised that history will record him as the worst President of the previous 42, and he's trying anything his neo-fascist advisors tell him will make him look better in 50 years time!
And shame on any American who was dumb enough to vote for the murderer.

PART A - My on-line encyclopedia says WALKER, however, I know EXACTLY what you are driving at.
PART B - Because he does not have to worry about re election and thinks throwing men at the problem will solve the problem. This same stratagy was used in The Somme in WW1. The results in both cases will sadly be similar.
