It is in fact grey, and charred in parts (i.e. black) due to the burning of the White House during the War of 1812. However, it has been PAINTED white ever since then.
I am told that certain parts still show evidence of the burn marks through the white paint, even after all these years and coats of paint.

.Constructed with sandstone the white house was originally painted with white wash in 1798 to preserve it from the elements. After that it has always been painted white
