of a bank refusing to cash a check from their bank unless you had an account there or agreed to be fingerprinted?

This recently happened to someone I know, a business owner cashing a check. He did not have an account there, the check was from their bank, and was told that that was their policy.

YES, Banks do not benefit by cashing checks for those that do not have an account there in fact they lose money.

Yup - sure have.

My bank will not cash a check unless the person cashing the check has an account there even if it is written on an account from that bank. Not sure about the fingerprinting part.

This is not uncommon these days. The bank does not want to be the victim of fraud. The fingerprint can be used later to prove who came in to cash the check, if it turns out to be a forged instrument.
