This is a novelty item. It is a token not a coin. Only real value is in the silver content. A coin dealer might have seen enough of these to tell you what value of the silver might be.

As BD in NM told you, it is not a coin but a token. I have seen these in copper, brass and copper/nickel. I have several in brass and copper. I have never seen one in silver. It may be the copper/nickel one, for it looks like silver. They are made as a flipping coin. As for them being used as such in bars I have only heard stories about it. They have been around since at least the 1960's when medals and tokens were all over the place. I have never been able to find out, who made them and when. Most I have seen are from the same dies, but what private mint struck them, is lost in history at least for now. They are only worth 50 cents to a dollar each.
