Ohio is a net importer of electricity. This means that the state can not produce enough electricity on its own to satisfy the needs of the population so it has to purchase electricity from other states.

Like almost every U.S. state (especially those with large amounts of industry), Ohio is a net importer of electricity. Only sparsely populated rural states with large coal or hydroelectric resources are net exporters. Ohio gets some power from the mountain regions of West Virginia and Kentucky, but like most of the eastern United States, a large part of its power comes from Canada. Enormous hydroelectric plants in northern Quebec are the cheapest source of power for the eastern power grid, and a large part also comes from coal and nuclear plants in Ontario.

Every state uses electricity and donates electricity to other states. so for this question i'll say both.
