haha! Yah!! you should definately get a goat..I mean who doesn't want a goat? I personally think it would rather enjoy living ina kennel on your balcony, as long as you take it for a walk from time to time, lmao! haha, also might i suggest a feeding it real food as well as garbage it might not enjoy only garbage to eat! Unless by "trash" you mean "weeds" then a goat will not solve your problem and will give you a bunch more problems on top of that. Contrary to popular belief, goats do NOT eat trash. They love weeds and are great for keeping pasture free of weeds because they'll eat weeds that other animals won't touch. Goats need room to run and jump and play or they will holler all day and night and be miserable and make everyone else miserable around them. They also need the companionship of another herd animal (preferably another goat). A goat is not a good idea for you whatsoever. Buy another trash can and your garbage to the landfill yourself if you have so much.

No to the goat idea.
Your apartment manager should be made aware of your trash dilemma and offer your unit and the shared unit, a larger can. If they do not resolve your request, you can call the housing authority and claim that the owner of the property your rent from, is allowing the build up of waste because of insufficient garbage containers. It's a health code violation.

The camp where I work has a goat. He's awesome! But trash is actually bad for goats. I'd say get a farmer friend who lives out in the country and would let you throw your trash on their burn pile.

I'm thinking NO on all counts. You shouldn't get one. You can't keep it in a kennel, it will try to eat it. Save up your trash and take it to work with you. Well, maybe not. Ai guy that worked where I work did that and got fired.
