Deemed university means the institute is an autonomous institute and which is aiming to be an University.
Take an example
In a college we were taught Science,Arts & Commerce as three different streams, even though these are different they come under one head .Now that college may be
1. affilated to some university or
2. may be recognised by some university or
3. may be an autonomous body and recognised by some university.or
4.may be approved by AICTE/UGC/HRD dept.
5.may be a private college and not recognised by any university
Now the above details are for those colleges which offers only undergraduate or some post graduate courses.
But the question of Deemed University arises when the college or institute want to expand their courses such as
MBA,MCA,MBBS,BDS,BE, ME etc
when they expand the courses they need some approval which is to be given by the Central Govt/State Govt/AICTE/UGC etc
It will take time to give give approval to such institute but meanwhile the Institute may run their courses as usual.
As the courses are vast and differ from other streams it needs a separate status of university .
The time to get an approval to be an university is much bigger. So they use deemed university tag.
Deemed University is a status of autonomy granted to high performing institutes and departments of various universities in India.
It is granted by the University Grants Commission (UGC) of India
Examples are
KIITs deemed university Bhubaneswar
ICFAI deemed university Hyderabad

An educational institution that is having the facility of coaching the undergraduate and postgraduate classes with academic, administrative and other infrastructure facilities as prescribed by the UGC Act is given the status of 'deemed university'. The deemed univesity functions independently. Framing of syllabus, conducting examinations, appointment of academic and administrative staff and awarding certificates will be done independently as per the norms governed under the UGC Act.

Deemed University is a status of autonomy granted to high performing institutes and departments of various universities in India. It is granted by the University Grants Commission (UGC) of India.
The Deemed University status enables not just full autonomy in setting course work and syllabus of those institutes and research centers but also allows it to set its own guidelines for the admissions, fees and instruction of the students.
The parent Universities of these deemed universities cannot control its administration, though the degrees of deemed universities are awarded by the parent universities. However many deemed universities are allowed to award degrees under their own name.
