The one with the smaller variance is focused more centrally around the mean of the data, whereas the one with the larger variance is more spread out. Further, if you picked an element out of the group with the smaller variance, you would expect it to be centrally located near the mean, and if such a selection was far from the mean, you might consider revising the mean.
