I would recommend a dog, as long as the rest of the family are prepared to put in the effort of care and training, as 6 years old is too young to be given responsibility for this.
However, I would hesitate to take on a puppy with so young a child in the house. Your best bet would be to look for an animal rescue or shelter in your area, where they have the resources to keep the dogs for a few weeks for assessment, so that they know that the dog is suitable for rehoming to a young family.
A dog about 3 years old would be perfect, as it will already be housetrained, well-behaved, and good with children, if it has been assessed as suitable. A home with a child as young as this would be too stressful for a puppy, for him and you, and too much training needs still to be done. Interacting with small children whose cognitive development is not ready for the training process is confusing for a wee pup.

I'd suggest a dog because cats just lay around and don't want to play as much not to mention the dog is better at taking care of him

Maybe a puppy that could grow up with him? make sure it has been trained not to bite, because at six years old I'm sure the boy would be very scared if his puppy bit him, as well as having it hurt, but a good dog could last him a long time.

i would say a dog is the better choice because your brother is little and dogs are more active and tolerant than cats are... cats lay around and dont do nething and hate being bothered.... so i would suggest a puppy for your little brother

I don't recommend either one. Young children do not know how to treat animals and tend to hurt them, pull their ears and sticking little fingers were the sun don't shine. Maybe you should wait till he is a little older. By the way, puppy's tend to bite ALOT, ask anyone who has one. They don't mean to hurt you, but they play rough.

A dog would be good but you better be prepared to take care of it if he loses interest.
