as a lot as I hate the guy for what he has done, i imagine the problem is the full device that gave him the idea that he's authorized to attempt this. that he can do it and get away with it. that he's above the regulation.

i think you need to be more specific with your question. what kind of pain? from an injury or illness?
regardless, if it has a nerve, it will hurt.
