The fuel in a reactor under goes fission when the nucleus absorbs one or more neutrons forcing it into an unstable state. In order to maintain the chain reaction the atom must emit more neutrons during fission than were needed to cause it to fission. (If it needs 1 to split it has to emit more 1 when it does. Some always escape without causing fission.) Uranium 235 requires 1 neutron to cause fission and emits ~ 2.3 when it does.
