Take it out of the sun. Bamboo plants do not like sun. And keep it watered, but don't use filtered or bottled water. That's really all there is to it.

Bamboo tends grow quicker in an outdoor area with full sun. Inside, they like a moderate amount of light, but you have to keep them moist. The soil should feel moist to the touch, but not drenched.
If the plant is outdoors, you should make sure the area is free of weeds and you may want to cover the immediate are with a mulch or organic compost material.

If it is in water, give it lots of indirect light. Change the water every couple of weeks and add a few drops of liquid fertilizer to it when you do. I had the same problem when I got mine. Now it is dark green and growing again.
