There is no "Khmer Rouge". Nothing can be done with KR. Only with people belonging to KR.

Cambodians should judge the leaders responsible for Killer Fields. But ordinary foot soldiers should be simple educated and "converted". Another execution cycle, another Killer Field will not solve and will not eliminate the possibility of another genocide.
