If you used Paypal, go thru them and report the item. You do this by logging into Paypal and selecting the Resolution Center tab from the top. You will get your money back (it takes like 30 days) but you will have to provide all documentation between the seller and you. I just had to do this for a cd I bought on Half.com (an EBay company) and believe me, it pays to use Paypal, because they offer you this protection at no cost to you! Good luck!
Be sure to do everything you can before you report the item, like contacting the seller thru EBay. I would definitely wait at least a week before filing a report.

This is a very popular scam on Ebay and Paypal right now. You need to file a complaint with the following companies:
Ebay
Paypal
Your credit card company
By contacting all three and letting them know what is going on (and letting all three know you're contacting the others), it will be resolved. Ebay will put a flag on the sellers account (as they have probably been doing this for a little while, they probably are already aware just looking for other victims). Paypal should refund your money, but you credit card company will put a payment retraction to your account. Please keep in mind that this does take time (sometimes weeks if there is a case being built).

When buying on Ebay, please take note of the seller's feedback score. If they are running at less than 95%, check out why. In many cases, it is because the seller has been fraudulently selling or just has too many problems.

Good Luck

If the money is deducted from your Paypal account, then you can dispute the charge through Paypal.

contact the seller directly or through ebay messages. If that doesn't work, then you can send a message through paypal.

Email the seller and ask what's up.

Also check your PayPal account and see if a credit is in progress.

Finally, are you sure it's not a spoof email?
