That will happen when everyone agrees with me, or at least tolerates me, regarding everything. By definition, any intolerance of my opinion(or anyone elses for that matter) will break the everlasting peace and harmony.
And since I don't come close to a 100% "best answer" rating on this site, I don't think perfect peace and harmony is coming very soon.

Perhaps this is oversimplifying things, but think of existence as the yin-yang symbol. You can't have one side without the other. You can not know what peace is without conflict. You can not know what harmony is without discord. It simply impossible to know one thing in this existence without knowing the other. The best we can do is find the line between the 2 extremes and hope for the best.

This is because it is what we want, and we see it as lacking. The truth is, if we had total peace we wouldn't see it because even than something is lacking somewhere. Maybe instead of looking for peace, we should try having peace look for us. Ultimately coming to peace with our own sins.

when the planet is lead by "philosopher-kings", instead of greedy psychopaths, as is currently the case, harmony will be more prevalent ;-)

The answer to this question is quite complex and I don't think it can be solved to everyone's satisfaction. I would say that people often do no not come together and seek everlasting peace and harmony because the are locked into their own belief systems and methodologies.
Every nation has its own inherent culture, its own style, as well as shared or exclusive belief systems in regard to theology, philosophy and existential governmental activities which may or may not be appropriate to their individual identities. The most effective government is that of a Parliamentary Democracy, where all citizens have a say in the way their nation is to be run. Unfortunately, there are many nations that are ruled by a dictatorship which tends to stifle the basic human rights of their citizens. On the other side of the coin, theocratic governments; that is, those that are ruled totally by religious laws, also stifle the basic human rights of their citizens. Democracy eschews dictatorships and theocracies, and allows all citizens to voice their opinions and to exercise their human rights.
What may be right for one country is not necessarily right for all countries. Unfortunately, the leaders of some nations think that their ways and their cultures should supercede the ways and means of other nations throughout the world. This often leads to attempts at conquering others through open acts of warfare.
Another situation that leads to warfare is the burgeoning population. That's right... over-population. Depending on the size of a nation, and the more the population increases, the more that nation is apt to suffer deprivation through pollution, through plagues, through housing shortages, through food shortages, through lack of jobs, and a host of other situations that cut back on each individual's full creative potential. When a nation becomes over-populated, it is a natural instinct to cross borders and expand into other territories, often seeking once again to control and conquer others. The only plausible aspect of over-population may be the fact that an over-populated nation may have a larger military operation than those of less populated countries. It is a natural law that everything seeks its balance, and when population reaches its zenith within any given border, either man-made situations like war or natural events like pollution; and now even to the extent of global warming, come into play in an attempt to restore balance. This isn't meant to sound apocalyptic, for if we look back through history, we can see how this has repeated itself over and over. It all comes down to taking responsibility... for ourselves and relative to each other, to our nations, and to our planet.
So what are we to do in order to come together and seek ever-lasting peace and harmony? First, we must look within ourselves... our own nations, so to speak. Are we able to live our lives in as positive a manner as possible? Are our needs and those of our neighbors and fellow national citizens taken care of as best as can be possible? Do we respect the rights and beliefs of those in our immediate environments and also those of our fellow citizens? Do we trust each other enough to disuss our similarities and our differences without fear of being labeled or attacked? Are we secure in our own neighborhoods, cities, towns and in our nation? There are many factors that we must look into within our own nations before we can attempt to interact with other nations; especially in regard to dealing with other nations that may threaten our own securities. Once we can deal with our own problems, we are more able to deal with the problems of other nations and to effectively help them.
Ultimately, it most probably all comes down to a basic need for respect. Every person on this planet; and hence, every nation on this planet wants nothing more than to be loved and respected for who and what they are... nothing more and nothing less. But in order for one to be loved and respected, one must love and respect others. It seems like an ongoing conundrum, but if we all make an attempt to nurture love and respect for ourselves and for others, perhaps everlasting peace and harmony may finally be achieved!
