A- will you save any on the electric bill?

B-do you have a hard time getting back online sometimes after that?

Yes you will save power.

Some devices do not have an on/off switch in which case turning them off actually puts them into "Standby" mode, so they are still using power.

If the Monitor has an On/Off switch you will not need to unplug it.

Modern computers have ATX Mainboards which are never really off. Just like Modern Televisions and DVDs.

None of this should have any effect your ability to get back "on-line"

A, yes. A computer switched off but still plugged in uses about 40% of the power it will while it is switched on. Of course, as stated above it will eventually go flat but that will take a long time.
B. You shouldn't have. It should make no difference. However, there have been occasions when the answer to connectivity problems is to completely power off te machine, including unplugging it as this will get rid of anything in memory and release the locks that are sometimes maintained even if it is switched off.

C. You will save electriciy, but your battery which keeps time will slowly drain.

B - You wont have any trouble.
