Good question but it leaves open a world of "best in what?" Generally speaking, no one can be the best, as there is always someone better. You can; however, be "your" best. One can always do better than one's own previous performance. To try to be the best in the world would mean knowing the pinnacles of others and competing to be above that. It just isn't possible unless you know every single person's "best" (in my opinion).
