I'll tell you what my father said.
He'll be 85 this month, and he was in the South Pacific, serving in Crypto; helping to break and monitor Japanese code transmissions. As such, he was well acquainted with the terms "confidential," "top secret," and "eyes only."
When dad heard about the Plame affair, he shook his head and said that it was a treasonable offense, punishible by death.
Dad was no fool. He worked in Naval defense electronics, and although on the surface, one might be tempted to say he was "conservative," he certainly has few kind words for the current administration.

Look at the many tools that answered this question - they provide a clue to your answer. Cheney probably didn't expose any of them directly. Like the pro-war idiots who are answering this question, they just do what Cheney wants without being told what to do. This way, Cheney can say honestly he never gave an order to expose Valerie Plame. He doesn't have to. He has unthinking drone bozos who will do it without him asking.
