I live in Las Vegas, and I want to wish you "Happy Birthday!" You can't do much of anything out here until you're 21, and now you can have a blast!
Good restaurants...hmmm, let me see. The Rio has one of the best International buffets in the world. The Paris has a great French buffet, as well. (Buffets are your best bang for the buck out here!)
If you go downtown (off the Strip), my favorite place to eat is the buffet at the Main Street Station. Off strip the Sams's Town Hotel and Casino; they have a great buffet, too. You'll need to drive or take a cab there; it's too far to walk from the Strip.
The hardest thing you're going to have to do is settle on a place. I recommend that you go to at least these four; but there are many, many more great eateries in Vegas.

I've enjoyed a few great Italian dinners at Olive's at Bellagio - if you call in advance you may be able to get reservations with a table beside the lake and a nice view of the fountains! In the end though, there are no shortage of good restraunts. Most resorts on the strip will probably each have a couple restraunts worth mentioning.
For shows, I'll second the above recommendation to see something from Cirque Du Soleil. Mystere is a great show, and will probably be one of the easier ones to get tickets too ("O" is my personal favorite, but is also the most expensive and never easy to get tickets too... though if you are staying at Bellagio you may be able to with greater ease). The Penn & Teller show at the Rio is also alot of fun.
The fountains at Bellagio are worth seeing, as is a trip up the Eifel tower at Paris. Even just some time to drive up and down the strip and take in the sight of it all (hey, who would ever have thought the world's largest pyramid is in Las Vegas?). The Forum Shops at Ceasar's are a great place to do a little shopping. And if you feel like taking a break from things and seeing some real wild life, the tiger and dolphin habitat at The Mirage can make for a nice break from all things Las Vegas. And lastly, some lively nightlife offerings at all the hotels nowadays, but The Palms still deserves special mention.

I have been there several times for business. I rarely gamble so I am always looking for something to do.
Go to the Cheesecake Factory for dinner one evening. It is not cheap, nor it is too expensive. I have spent $350 for dinner and drinks for 6 people. It is in Ceasars Palace.
See a show. I am not sure what will be there when you go, but make sure to buy tix in advance (before you leave if possible).
Walk through Ceasars Palace. It is very cool and the shops, while rather expensive, are quaint and nice.
Go on a riverboat at the Venitian.
Go to Tao for dinner. It is a very happening place. Try to get into tthe nightclub after dinner. While that may be difficult, it is worth it if you can get in. There are many stars who may show up there.

There's much more to do in Las Vegas than just gamble. You can have a great trip without gambling at all. I'm to lazy to tell you what to do. I've answered this question on here before. If your really interested in my recommendations, you can go to my answers and find out what I've recommended to people who have asked this question in the past. You will find plenty to do. You won't need a guide. FUN WILL BE ALL AROUND YOU.

Go see the fountains in front of Belagio, go see any show by Cirque' o Sol!!! Any buffet's are good, but I think the buffet at the Rio is the best! Just walk the strip at night and take in all the lights. Have fun and Happy Birthday.

I have been to Las Vegas twice. I enjoy going to different hotels and do window shopping. There are so many hotels that you can just check out how much different things they have in their lobbies. After check out one hotel, you just go to the next hotel to explore the fun. The food is good as well and not too expensive. I am sure you don't need to gamble to have fun.

Take some of that gambling money and see one of the many fabulous shows. You'll remember it well and with much fonder memories than the money you lost gambling.
