no, 1 is not the answer.

a negative exponent means (one divided by)

that is, x^(-1) = 1/x

So this is a^(4/7) / b^ (4/7)

Using rule of exponents, we can make this:

(a/b)^(4/7). and that's the most simplfied

(a^4/7) (b^ - 4/7)
= (a^4/7)/(b^4/7)
That's as far as you can go. It does not = 1 unless a = b.
