You buy air time from the station you want the commercial on. Contact their Advertising Department.

Or is it a commercial for a product of a company you don't own?

YOUR OWN PRODUCT OR COMPANY
Easy...contact your local television and or radio stations and ask for the sales departments. They have packages you can purchase to air your commercial. Smaller local stations are usually less expensive while larger national or regional or cable stations will get you much better coverage but cost more.

NOT YOUR PRODUCT OR COMPANY
More difficult...I sold commercial ideas to companies for 8 years. There are several ways to approach this.

You can sell the commercial to the company itself. Look up contact information for the company that owns the product you would like to sell the commercial for. Ask for the marketing/promotions department or the marketing/promotions manager for smaller companies, or the owner if it is a really small company. Usually it is best to have them sign a non-disclosure non-use agreement so they don't steel your idea once they don't think you are paying attention. Try talking to an advertising or entertainment attorney about that.

You can similarly take your commercial to an advertising firm and try to get them to be your advocate in representing the idea to the companies. Many times your local radio and television stations will have their own firms and you can ask them whom they use. Same ideas apply to the attorney thing.

Next, you can try to get hired by an advertising firm if you are always coming up with these kinds of great ideas. Work several of them up to at least the storyboard phase (a series of pictures that illustrate what the final commercial will look like) then look for openings in local advertising agencies. Use these storyboards as a part of a resume.

Lastly...user inspired advertising is just starting to catch on. This is were companies solicit ideas for advertisements from customers and then select one or more to use as a part of a contest-like selection process. Try looking at the web site for the company/product. If they don't have a user inspired program you might suggest it to them by using their "contact us" links. Warning: you are not likely to get paid this way but you might get free merchandise or some kickbacks.
