Your question is a little confusing to me. I will try to explain to you what I know. At low tide the river flows to the ocean. At high tide the ocean rises and sends its water up the river. The river flow is blocked and rises as the ocean does . The river cannot rise any higher than the ocean and above this point the river is still flowing as usual. Hope I made myself clear.

THE TIDE OF THE OCEAN AND THE FLOW OF A RIVER MEET, BUT BECAUSE THE RIVER IS ABOVE SEA LEVEL, EXCEPT AT ITS END, THE FLOW CONTINUES AT THE SAME RATE UNTIL IT BECOMES PART OF THE OCEAN.
