well maybe you could try hypothetically trying the window first,if that doesnt work a policeman might

More likely a firefighter, because a rescue engine would respond just in case something happened to the baby.
But they probably wouldn't kick it down. They have tools for such jobs.

Only if there were a clear and immediate threat to safety. I suspect they'd tell you to call a locksmith first. You're also allowed to kick down your own door, if you really need to.
