Do you have a business plan? That could be a reason why you can't get any loans. Go into the bank with confidence, sell yourself, and show them that your company will make money. Otherwise, you would have to start it with your own money, meaning you need to work for someone else and save up every penny that you can so that you can start it yourself.
You also need to realize how much money you are going to need. Depending on your business (square footage needs) and your area, rent for a location could be absolutely killer. You could expect to pay a minimum of $3000 for rent (at least in my area) that would be sufficient enough for a small retail front. Larger locations just go up from there.
Also, depending on your state, there are many regulations and such that you have to pay to have a certificate to occupy a retail location. You also have to follow city codes to make sure that you're not violating a law.
For our retail location, our startup costs were about $50,000. But that could be area specific. Look into all the costs and if you know of a retail plaza that has been empty for a long time, you could get free rent for the place, just for signing the lease. But also examine why the plaza has been empty for so long...maybe the location isn't good for bringing in business.

eh, I didn't see that you were from the UK. I have no idea about it then. Sorry. Come to America?

This may help get you started. It's an email listing for free things. People whom are spring cleaning and giving stuff away for free that they no longer need usually post it here. It's another way of recycling. Also, if you're in need of something, you post it here as well. When you get there, look at the left hand side and you'll find UK listed. From there you choose your local area then sign up. It's totally free to do so. I hope this helps.

You could try to barter. Or look for owner financing. Or a silent partner to loan you money.
