Depends on the hardware, but your right, hardware can be installed in XP and it doesn't require a restart, because, XP was built on the NT platform. It can dynamically change hardware and software files unload or stop processes and then restart them again, Windows 98 could not do that.

Some drivers will not require a restart under WinXP,
but others still do , so if you do install a driver and the system asks you to restart , you still have to restart it.

That is just one of the many features that have been advanced in XP over the older OS win 98.
