What can be argued from the Constitution is still in question. But it seems that, at least, secession can be acomplished if both sides agree: the state passes a law saying it wants to secede and the US congress votes to allow the state to secede. It may take a 2/3 vote.
The Civil War was over _unilateral_ secession. Whether it was legal or moral or not, it was effective: it prevented the southern states from leaving without permission.

Your state legislature would just have to pass an ordnance of secession, like the southern states did before the Civil War, the only problem is you would have to defeat the federal government in a war before you became independent, or at least most likely.

Ever since the end of the Civil War, it is impossilbe for a state to scede itself from the Union. Once a state accepts membership to the United States, it also agrees to be a member in perpetuity.

I don't know, but I *do* know that the movement for Alaska to secede has started to show up again. It was a fringe movement that was almost becoming mainstream about 20 years ago, then the man who was the driving force behind it was murdered by a druggie.
Do you know that only 1% of Alaskas land is open to development??

It won't happen, remember the Civil War. Any attempt will just bring the army into the area. Wouldn't care about Arkansas

First and foremost you'll need a military force large than the entire U.S. military. I don't think that even Texas could gather a militia of that size.
