No. It is a rule of thumb that attempts to predict the onset of menstruation, but there are so many factors involved that it's fairly sketchy. After all, a very petite woman may never be 100 lbs, whereas a tall girl may be 100 pounds for a few years before her first period.
Now if you are unusually thin, you may tend to start your periods late, or have missed periods when you do end up getting them.

Don't know about that. Different people start the menstural cycles at different times in their life. Weight isn't an issue. Obviously a small person will start their cycle at a low natural weight. The opposite applies to a large person.
It is however true that if you are very underweight (such as anoerexic people) for your size, then you will not have any periods. The same applies to those that are grossly overweight/obese. Funnily enough, female weight lifters (those that do it professionally) do not have menstural cycles.

Initial body weight has nothing to do with it. It all has to do with when your pituitary gland starts producing the hormone that makes your ovaries develop eggs (usually about the age of 12-15).
However, if you suddenly lose a LOT of weight, your cycle will most likely be effected.

That sounds like an average. If you are a short person, like 4'-9", that number might be less that 100 pounds. The thing is that your body has to have enough nutrients to spare to build the uterine lining. If one is undernourished / underweight, they may not menstruate.

No this is not true. You are probably hearing of people that have a very low body fat and are under 100 pounds. They suffer from dysmennorhea, b/c of the lack of fat in their body and changes in hormonal composition.
This is common in anorexics, body builders, gymnists and the like.

I started my period when I was 12. I was 5'0 and 80 lbs. It just depends on the person.
