Jay is correct.
In order to establish residency for the purpose of in-state tuition, grants, and scholarships, you must be able to prove that you have lived in the state for 365 days prior to the start of the term.

Ways to prove this are rental receipts, date of drivers license issuance (or non-drivers I.D.), utility receipts, etc.

Further note: in most states, time attending a college or university as an out of state student does not count towards the residency requirement, except under certain circumstances that affect only students over 21.

Almost any state requires you establish residency in thirty days. As for scholarships, etc. if it's from the school or a federal/state fund, they require that you live on your own for at least a year to establish that you are self-supporting/independent. There may be a minimum of 6 months at least. Check with the school.
Private grants will tell you in the application requirements how long you must be a resident of the state.

Six months of continuous residency in the state is what most use as the standard. Some things require one year -- ask the particular grant or scholarship you're applying for what standard *they* use. And you'll need to prove it -- driver's license, utility bills, mortgage payments, rent receipts, etc.

So far both answers are wrong. I went to school at a California University and establishing residency was a b*tch for my friends who were from out of state. It takes at least one year of living in California with the intent of staying in California.

Make sure to get a CA drivers license, a state ID, and have at least one utility bill in your name. Be prepared to show that you have paid taxes in CA and that you have lived there consistently for at least a year.
