no, european games are "PAL" and usa games/systems are "NTSC"

these are region codes

pretty much, the USA and Japan are region 1, i think - they get games first. for europe, the games come much later, because they're still making the pal versions

No, they are programmed differently than the US versions. Its a language issue with the game and the disc that dosent let it play.
